This week, Trump has heard appeals from British Prime Minister Theresa May and French President Emmanuel Macron for the United States to certify the deal for the sake of allied unity.

NCG notes that the Iran deal-formally known as the the Joint Comprehensive Plan of Action (JCPOA)-was a "groundbreaking diplomatic agreement [which] provided the means for Iran to demonstrate that its nuclear activities were permanently and verifiably peaceful". With the threat of restoring those old sanctions and imposing new ones - as well as the threat of military force - the US hopes to have new leverage and get Iran to accept changes to the deal. Under the deal, which started being implemented in January 2016, Iran undertakes to limit its nuclear activities and allow transparent worldwide control of its nuclear program.

Many disagree Iran is in compliance with the JCPOA, including Senators Tom Cotton, R-Ark., Ted Cruz, R-Texas, David Perdue, R-Ga., and Marco Rubio, R-Fla., who spelled out major instances of Iranian noncompliance and cheating in a July 11, 2017 letter to Secretary of State Tillerson. He held USA government national security positions for 25 years with the CIA, DIA, and the House Intelligence Committee staff. Fleitz also served as Chief of Staff to John R. Bolton when he was Under Secretary of State for Arms Control and International Security in the George W. Bush administration.

European allies are warning of a split with the United States on the issue.

Two other USA officials, who also requested anonymity, said Trump's bellicose rhetoric on a number of fronts is troubling both many of his own aides and some of America's closest allies, a few of whom have asked US officials privately if Trump's real objective is attacking Iran's nuclear facilities. In exchange, the U.S., China France, the United Kingdom and Germany would relax economic sanctions each country imposed on Iran.

So far Trump has certified the accord but said the next deadline on Sunday is the crucial one. Those provisions relate to enriching uranium to levels near those needed to produce the fuel for a nuclear weapon, as well as other activities that limit Iran's atomic capabilities at various sites. "There is [neither] technical, nor political space to renegotiate this deal".

Officials have also said there could be room to open a new negotiation for what happens once some of the core terms of the deal begin expiring in 2025, although there is no reason to believe Iran would be ready to enter in such a negotiation. If those sanctions are put back into place, the JCPOA would be considered breached. Trump's strenuous opposition to the agreement forged by the Obama administration - which Trump criticized during the campaign as the worst deal ever - means any attempt to change the conditions would be interpreted by Tehran as an effort to blow it up. But again, none of that is likely since the US would be essentially tearing up the agreement and taking the blame for whatever comes next.

After a meeting in September, Mogherini, who helped broker the 2015 pact, pointed out that all of the countries who signed the deal - including the United States - have found Iran is in compliance with the agreement. "It is these security implications that we continue to encourage the U.S.to consider".

The Europeans seem more inclined to try to "build" on the deal in this way.

Leading House Republicans huddled with national security adviser H.R. McMaster Wednesday evening for a classified briefing on the administration's plan for the 2015 agreement.

What exactly that will look like is still being determined, but it could include greater congressional oversight.

Worldwide inspectors say Iran is in technical compliance with the accord, but Trump says Tehran is in violation of the spirit of the agreement and has done nothing to rein in its ballistic missile program or its financial and military support for Hezbollah and other extremist groups.
