My highest obligation is to ensure the safety and security of the American people, and in issuing this new travel order, I am fulfilling that sacred obligation. Chad is also a Muslim-majority nation. The new order does not cover refugees, though a separate order involving them is likely imminent. The matter will be ultimately decided when the Supreme Court hears arguments on the merits of the executive order in October.

The Sunday proclamation could be less vulnerable to legal attack, scholars and other experts said, because it is the result of a months-long analysis of foreign vetting procedures by US officials.

Under a proclamation signed by President Donald Trump, citizens of North Korea, Chad, Iran, Libya, Somalia, Syria, Venezuela and Yemen will face travel restrictions starting October 18. All citizens from those countries will be denied visas to enter the United States once the proclamation goes into effect. The administration, the court said, could not block from entering the country those with a "bona fide" connection to the United States, such as family members or those with firm offers of employment.

Unlike the first iteration of Trump's travel ban, which sparked chaos at airports across the country and a flurry of legal challenges after being hastily written with little input outside the White House, officials stressed they had been working for months on the new rules, in collaboration with various agencies and in conversation with foreign governments.

Citizens of Iran will not be eligible for tourism and business visas, but remain eligible for student and cultural exchange visas if they undergo additional scrutiny. For Venezuela, restrictions apply to government officials and their immediate family. The newest ban also bars North Koreans and Venezuelan government officials.

Parties in the two cases - Trump v.

President Donald Trump has signed a proclamation imposing strict new restrictions on travellers from a handful of countries, including five that were covered by his expiring travel ban. A mere tie to a USA company or organization, such as a past relationship or a speaking invitation, might not be enough to qualify. It is generally assumed the president will at some point release a new policy with respect to refugees, but the timing is uncertain.

President Nicolas Maduro has called those sanctions a financial blockade against the country, which is grappling with triple-digit inflation and chronic product shortages as its economy unravels.

"The fact that Trump has added North Korea - with few visitors to the USA - and a few government officials from Venezuela doesn't obfuscate the real fact that the administration's order is still a Muslim ban", said Anthony D. Romero, the executive director of the American Civil Liberties Union, which has been challenging the ban in court. Subsequently, judges in other federal district courts in Massachusetts, Virginia, and Washington issued similar rulings.
