Trump will justify his partial reversal of Obama's measures to a large extent on human rights grounds.

Taking a tougher approach against Cuba after promising to do so during the presidential campaign, Trump will make clear that a ban on USA tourism to Cuba remains in effect and his administration will beef up enforcement of travel rules under authorized categories, the officials said.

By restricting individual U.S.travel to Cuba, the new policy also risks cutting off a major source of income for Cuba's private business sector, which the policy is meant to support.

Republican Senator Marco Rubio, who was played a key role in pushing for Trump's changes, was expected to attend along with U.S. Representative Mario Diaz-Balart and other Cuban-American lawmakers.

Many Cubans have relatives in the USA and they soak up Americans sports and culture. The rules also require a daylong schedule of activities created to expose the travelers to ordinary Cubans.

"The airlines might complain that they will see less demand for travel because travelers can no longer spend money at the military-run properties".

The event comes almost two years after the US and Cuba formally restored relations, an occasion marked by the reopening of a USA embassy in Havana, on July 20, 2015.

The volume of USA exports to Cuba-especially poultry, rice, corn, wheat, and soy-currently allowed under the US embargo could also plummet, since the Cuban government monopolizes import and export trade on the island. Those categories include family visits, official government business, education and religious activities, health clinics, and "support for the Cuban people".

Much of Trump's policy appears based on S.1489, a bill proposed by Sen.

"This is limited to perhaps as small as three voices in the U.S. Congress, certainly less than ten, suggesting a course of action that is not only not the best interests of the United States of America, but it's not the popular view", said Rep. Tom Emmer, R-Minn., one of seven House members who wrote the president to oppose the changes.

Rubio also sits on the Senate Intelligence Committee investigating the Trump campaign's possible collusion with Russian Federation in the 2016 presidential election.

Tour operators offering licensed people-to-people tours will not be directly impacted by the new rules. US citizens may only visit Cuba if their activities pertain to government affairs, journalism, research, education, religious or humanity projects, family, or business.

According to the Miami Herald, back in September, while at a campaign event in Miami, Trump told a crowd - which the Herald reports was heavily populated with Cuban exiles - that former President Barrack Obama's decision to ease trade and travel restrictions on Cuba hadn't benefitted the Cuban people and was misguided.
