North Korea said Sunday that its weekend test-fire of a ballistic missile proved it's capable of carrying a nuclear warhead, the state news agency KCNA said Monday. Dictator Kim Jong Un personally oversaw the launch and, according to state media, warned that US territories were within reach and that the North was capable of a retaliatory strike. Some outside analysts believe the Hwasong-12 missile, if proven in further tests, could help North Korea achieve its goal of developing missiles with nuclear warheads capable of reaching the US mainland.

US officials said the missile flew across the country and landed in the Sea of Japan, about 60 miles from Vladivostok in eastern Russian Federation.

CBS News correspondent Adriana Diaz reports the missile, described by US officials as a KN-17 medium range missile, reached an altitude of more than 1,300 miles - fired, North Korea said, intentionally at a high angle out of consideration for its neighbors.

What's worrying to the United States, among other countries, is that if this missile were fired at a different trajectory, it could have reached the US Andersen Air Force Base in Guam, according to aerospace engineer John Schilling's 38 North blog, which is published by the US Korea Institute at Johns Hopkins University.

"North Korea is capable of continuing to develop longer-range missiles", Physicist David Wright, told CBS News, adding that the regime's longest-distance test to date shows they are inching closer to a missile capable of reaching the USA mainland.

Global condemnation came quickly, with South Korea's newly-elected President Moon Jae-in calling the launch a "reckless provocation". During a 2016 test, the Musudan reached a height of 1,410 kilometers (880 miles).

North Korea's latest ballistic missile test may be almost as big a deal as its propaganda machine claims.

U.S. Ambassador Nikki Haley said on ABC television's George Stephanopolous show Sunday that the U.S. has been working well with China, Pyongyang's closest ally, and she raised the possibility of new sanctions against North Korea including on oil imports. "The speed at which a missile comes through the atmosphere creates an enormous amount of air pressure and heat".

"Let this latest provocation serve as a call for all nations to implement far stronger sanctions against North Korea", said the statement from White House press secretary Sean Spicer.

Moon, South Korea's first liberal leader in almost a decade, said as he took his oath of office last week that he'd be willing to visit North Korea if the circumstances were right.

"If Russia can be instrumental in resolving a key worldwide dispute like North Korea, they will want to parry that into something else, to use it as a bargaining chip", he said. The USS Carl Vinson, an aircraft carrier, is also engaging with South Korean navy ships in waters off the Korean Peninsula, according to Seoul's Defense Ministry.
