Trump noted that enacting the bill was "a good start", but acknowledged there is much work ahead with respect to veterans' healthcare reform. "And in fact, I made it clear from the get go that I would not vote to extend the choice program until Congress and the VA program address some of the biggest concerns that I've been hearing from Montana veterans and community providers".

Veterans would not be bound by current restrictions under the VA's Choice program, which limits outside care to those who have been waiting more than 30 days for an appointment or have to drive more than 40 miles to a facility.

Gov. Rick Scott will be at the White House Wednesday morning as President Trump signs a veterans bill.

Shulkin has promised it will.

NPR said 32 out of 140 VA medical centers nationwide reduced their number of supported caretakers between May 2014 and February 2017.

Trump pledged to hold a news conference next week on "all of the tremendous things that are happening at the VA and what we've done in terms of progress and achievement".

The Family Caregiver Program, mandated by Congress in 2010, was created to help support family members caring for seriously-wounded veterans in the post-9/11 era.

The program was to have expired in August.

McCain, a Navy veteran, said the extension "sends an important message that we will not send our veterans back to the status quo of unending wait-times for appointments and substandard care". The review will include a look at whether rules governing the program are being evaluated consistently, and whether officials are taking proper steps to explain changes to beneficiaries. They said that will give the VA time to propose a more comprehensive package of reforms - fixes for the fix.

Scott and Sutphin then met privately with VA Secretary David Shulkin after the ceremony. Of the many veterans surveyed about the facility, 61% expressed their disappointment in obtaining an appointment for urgent primary care.

"I came to the conclusion we have to maintain a strong VA", Shulkin said on C-SPAN. "So that VA needs to be there, and then we need to have a private sector that fills in the gaps around that VA".
