Prime minister Malcolm Turnbull is scrapping the 457 visa that allows temporary foreign workers to be employed in Australia.

The program will be replaced by another visa program, with new restrictions.

Announcing the visa change in a video on his Facebook, Prime Minster Malcolm Turnbull said his Government are putting "Australians first".

The announcement appeared to have taken New Delhi by surprise, especially given that the Australian Prime Minister had visited India only last week.

The majority of the visa holders were from India followed by the United Kingdom and China.

Dutton said there were 95,757 workers in Australia on primary 457 visas and 76,430 secondary visa holders as at September 30 past year.

The PM went on to say that the abolished program will be replaced with the new Temporary Skills Shortage Visa, a new system "specifically created to recruit the best and brightest in the national interest" that will impose tougher requirements on businesses looking to employ foreign workers.

The abolishment of this visa program will have an impact on the Indian community as it is used by majority of Indians working in Australia. However, the PM said, the programme is being misused by firms to import cheap foreign workers.

As part of the changes the short-term visa wil cost of $1,150, while the medium-term visa targeted at higher skilled workers will cost $4,200 and can be applied for on or offshore.

Russia, Iran and Syria issue warning to US
Assad said Syria would only allow an "impartial" investigation into the poison gas incident. Security Council trying to evade an honest investigation into that episode", he said.

Turnbull and Immigration Minister Peter Dutton will address the media in Canberra on Tuesday evening (NZT).

The statement clearly indicates that Australia wants jobs for their own people, and they don't want foreign workers in their country. The new program also reduces the number of skills that qualify.

"The new system will be manifestly, rigorously, resolutely conducted in the national interest", Mr Turnbull said on Tuesday.

The new visa will also be limited to a two-year period, and a second four-year visa will require a higher standard of the English language.

Those working in Australia under a 457 visa now, will not be affected.

Crucially, it is now uncapped and, as of September 2016, there were 95,757 skilled workers in Australia.

The right-wing, anti-immigration One Nation party has been a vocal opponent of the 457 visa.

The reforms would focus on "Australian jobs and Australian values", he said.

Far-right parties such as One Nation and left-leaning labor unions have expressed concerns about the number of temporary migrant workers in Australia.
