The committee is investigating Russian election interference during the 2016 election cycle as well as allegations that the Trump campaign may have colluded with high-ranking Russian officials.
Clint Watts, a senior fellow at the Foreign Policy Research Institute, made the claim during opening remarks at a committee hearing entitled, "Disinformation: A Primer in Russian Active Measures and Influence Campaigns". "They win because they play both sides".
The Republican chairman, Richard Burr of North Carolina, himself a Trump ally during the campaign, pledged a "thorough, independent and non-partisan review" of evidence potentially tying Trump to Russian Federation, a commitment echoed by the top panel Democrat, Mark Warner, of Virginia.
The senator said he wasn't prepared to comment on any targeting that may have happened then, though said he hoped it would come out in an Intelligence Committee report.

Russian Federation began developing its active measures campaign in 2009, with its capabilities progressing all the way up until the 2016 election, Watts said.
"This past week we observed social media campaigns targeting Speaker of the House Paul Ryan hoping to foment further unrest amongst USA democratic institutions", Watts said.
Trump, Watts said, likely didn't know when he was parroting a Russian line. "America in 2016 of course was highly polarized", he told the committee. On Wednesday, a Republican congressman, Rep. Charlie Dent, R-Pa., said the Senate should take the lead on the Russian Federation investigation.
Experts also warned that Russian Federation, now that it has successfully deployed an Internet army, would likely look for future political targets and exploit new technologies to sow more discord in the American electoral process and more distrust among citizens of the country's democratic institutions.
'They hacked into my campaign account, ' Graham said.
Critics say the California Republican's decision to meet with a secret source on the White House grounds last week to review classified material is evidence of his inability to carry out an unbiased investigation.
"There have been more dead Russians in the past three months that are tied to this investigation", he said. He denies the intel from the United States about Russian Federation.
Burr has said that so far, the Senate committee has requested 20 individuals to be interviewed. An April 2014 petition on the U.S. White House website demanded the country give Alaska back to Russian Federation.
